EUROPE DAY CELEBRATION IN MONTENEGRO

In the framework of the project “EU Info Bus: on the road to the EU!”, the Centre for Civic Education (CCE), in cooperation with the Friedrich Ebert Foundation and the NGO Natura, and with the support of the EU Delegation to Montenegro, organised the celebration of the Europe Day on 7th-8th and 9th May in three municipalities of Montenegro: Kolašin, Cetinje and Podgorica.

The motto of this year’s celebration of the Europe Day was “Europe in the world, Montenegro in Europe” which symbolises integration as the future, Europe as unity in diversity and the achieved progress of Montenegro on its path towards European Union. In the light of the significance of the role that the European Integration process plays and the need of citizens of Montenegro to be informed on the process itself, full day programmes were organised that included several cultural, sport, educative and informative activities.

 In terms of organised activities, the approach to the municipalities was diverse and it took into consideration specificities of each target area, the interest of citizens and their level of knowledge and understanding of the process of European integration. In this context, the programme held at the Royal Capital of Cetinje focused on cultural activities and was held under the slogan “Paint your Europe”, in Kolašin it focused on sport activities under the slogan “Play for Europe”, while in Podgorica a main celebration was held that included a comprehensive programme specifically designed and implemented in order to gather a wider range of citizens of the capital city.

The objective of the celebration of the Europe Day was to enable citizens of Montenegro to get closer to European topics and common values, such as peace, democracy, freedoms, rule of law and respect for human rights, which the European Union is built on, and to inform themselves on all aspects of the process of European integration through a direct communication with the representatives of the European Union in Montenegro, ambassadors of the EU countries, officials of Montenegrin institutions and representatives of the civil sector.

CELEBRATION OF THE EUROPE DAY IN KOLAŠIN

The programme of the celebration of the Europe Day in Kolašin included several components. By a branded EU Info bus, representatives of the EU Delegation to Montenegro, the Ministry of Foreign Affairs and European Integration, the Embassy of Italy in Montenegro, the Centre for Civic Education (CCE), students of private and state universities of Montenegro travelled to Kolašin and their arrival immediately arouse the interest of the citizens of Kolašin.

kolasin2The programme started at 11h00 in the main town square, where the EU Info stands with several educative and informative materials on European Union had been placed and all interested citizens could receive information concerning the EU and the process of the European integration. On the occasion, a quiz competition was held; participants that provided all right answers to questions would receive a prize. As well, younger participants could take part in a puzzle on the EU and receive a prize for their participation in the form of promotional material. As part of the cultural segment of the programme, the cultural association “Mijat Mašković” made a performance. The programme in the town square was opened by H.E. Mitja DROBNIČ, head of the EU Delegation to Montenegro. Besides him, citizens were addressed by Darko BRAJUŠKOVIĆ, mayor of the municipality, and Daliborka ULJAREVIĆ, executive director of the Centre for Civic Education (CCE).

Before the opening of the event at the square, the mayor of the municipality of Kolašin, Darko BRAJUŠKOVIĆ, hosted a meeting with H.E. Mitja DROBNIČ, head of the EU Delegation to Montenegro, H.E. Vincenzo DEL MONACO, ambassador of the Italian Republic in Montenegro, Nevenka VULIĆEVIĆ, director of the Directorate for legal harmonisation in the Ministry of Foreign Affairs and European Integration, and Daliborka ULJAREVIĆ, executive director of the Centre for Civic Education (CCE). On the occasion, the programmes and projects of the municipality of Kolašin were presented, as well as other activities that the municipality is undertaking in order to contribute to the European integration process of Montenegro and to develop its own potential.

The central activity of the celebration in Kolašin was a football tournament organised between two high schools and held at the premises of the renovated sport centre which has been rebuilt with the funds of the European Union. The tournament started with the symbolical kick-off by H.E. Mitja DROBNIČ, head of the EU Delegation to Montenegro, which opened the play. Four teams from the high schools of Kolašin took part in the tournament, which was won by the team of the high school “Braća Selić“. Winning team was awarded with the whole set of EU promotional material, while the other three teams received a symbolical prize for their participation.

kolasin3With the aim of fulfilling the need of citizens of Kolašin to get informed on the process of European integration and enabling them to receive relevant information through a direct communication with the very representatives of this process, the panel discussion entitled “Significance of the EU integration process for the development of Montenegro” was organised at the premises of the Centre for Culture at 12h00.

The panel discussion was opened by H.E. Mitja DROBNIČ, head of the EU Delegation to Montenegro, Darko BRAJUŠKOVIĆ, mayor of the municipality Kolašin, Nevenka VULIĆEVIĆ, director of the Directorate for legal harmonisation at the Ministry of Foreign Affairs and European Integration, H.E Vincenzo DEL MONACO, ambassador of the Italian Republic in Montenegro, and Daliborka ULJAREVIĆ, executive director of the Centre for Civic education (CCE).

The panel discussion was attended by over a hundred of representatives of the local Assembly, businesses, representatives of political parties, non-governmental organisations, media, students, pupils and interested citizens of Kolašin. The formal opening speeches of the panellists were followed by numerous questions and comments. This shows a high degree of interest from citizens on the subject and their willingness to be more informed on the process.

The Europe Day in Cetinje, the cultural and historical Capital of Montenegro, was celebrated on 8 May at the Kralj Nikola square. Taking into consideration the peculiarities of the municipality, the celebration was mainly organised for youth and it had a cultural character. Under the slogan “Paint your Europe”, a number of pupils and students gathered and, inspired by music and other recreational activities, they expressed their artistic talent and depicted how they see the European Union.

Along with the art competition, EU Info stands were placed on the square and an EU info quiz and puzzle for younger participants were organised. By the means of games and other educative activities, the occasion gave the possibility to youngsters of Cetinje to celebrate the Europe Day, learn about the European Integration and ask questions on topics of their interest. The participants who showed good knowledge on the EU and answering correctly to all questions of the EU quiz were awarded with promotional material focused on the European Union.

The programme of the Europe Day was opened by Daliborka ULJAREVIĆ, executive director of the Centre for Civic Education (CCE), thus marking the opening of the competition. Furthermore, citizens of Cetinje were addressed by Damir ŠABANOVIĆ, representative of the Secretariat of the negotiation groups for the accession negotiations of Montenegro into EU at the Ministry of Foreign Affairs and European Integration of Montenegro.

32 participants competed for the best visual representation of Europe. The jury consisted of representatives of the Centre for Civic Education (CCE) and the Ministry of Foreign Affairs and European Integration (MFAEI), who selected and awarded the best three paintings. Along with prizes for the winners, all participants were awarded with symbolical prizes. The best paintings will be exposed at the premises of the CCE.

The central celebration of the 9th May – the Europe Day in Montenegro was held in Podgorica. The programme, which included several cultural, sport, educative and informative activities, started at 10h30 at the square Republika with the choir of the high music school „Vasa Pavić“. The programme was opened by H.E. Mitja DROBNIČ, head of the Delegation of the European Union to Montenegro. Furthermore, opening speeches were given by Igor LUKŠIĆ, Deputy Prime Minister and Minister of Foreign Affairs and European Integration, Miomir MUGOŠA, mayor of the capital city Podgorica, and Daliborka ULJAREVIĆ, executive director of the Centre for Civic Education (CCE).

A rich and diverse programme had been prepared for citizens of Podgorica. They had the possibility to meet and talk with the ambassadors of the countries of the European Union, to get informed on the process of the European Integration through several educative and informative materials available at the EU Info stands, to take part in the EU quiz and to play with the EU puzzle, thus winning one of the several prizes at stake. Citizens could chat with several EU ambassadors: H.E. Pius Fischer, ambassador of the Federal Republic of Germany to Montenegro, H.E. Martin Pammer, ambassador of Austria in Montenegro, H.E. Tibor Császár, ambassador of Hungary in Montenegro, H.E. Grazina Sikorksa, ambassador of Poland in Montenegro, H.E. Mihail Florovici, ambassador of Romania in Montenegro, H.E. Vladimir Gasparič, ambassador of Slovenia in Montenegro, and with Ms. Natalia Panourgia, chargé d’affaires at the embassy of the Hellenic Republic in Montenegro.

At the same time, on the main stage, the multimedia ballet “Rapsodija 29” was being performed by the ballet school «Princeza Ksenija». The piece is dedicated to the celebration of the two centuries anniversary since the birth of the European compositor Robert Schumann of the Romanticism period, while the hero is another Robert Schuman, the French statesman, who is seen as one of the founders of the idea of a united Europe. Along with ballet performances, excerpts from the Schuman declaration were read loud, as a reminder of the basic principles of the idea of a united Europe. The celebration in the main town square attracted a significant media attention, as the event was reported by all printed and electronic media in Montenegro.

Upon completion of the programme at the square, participants headed towards the University of Donja Gorica by the EU INFO Bus, where the panel discussion “Europe in the world – Montenegro in Europe” had been organised. On the occasion, awards to the best journalistic pieces on the European Integration for 2013 in Montenegro were granted in the framework of a competition previously launched in the beginning of April within the project “EU Info Bus: on the road to the EU!”. The three best journalistic pieces had been selected by a jury composed of Dragan Mugoša, press and media officer at the Delegation of the European Union to Montenegro, Nada Vojvodić, MFAEI, and Daliborka Uljarević, executive director of CCE, and the winners were awarded with a plaque and a cash prize. Winners were Nikša Grgurović (article published in the daily newspaper Vijesti), followed by Esad Krcić (article published on Slobodna Evropa) and Bojana Mućalica (agency MINA). Prizes were delivered by H.E Mitja Drobnič, head of the EU Delegation to Montenegro, Milivoje Jurišić, secretary of the negotiation groups, MFAEI, and Daliborka Uljarević, executive director of the CCE.

The panel discussion, which was held at the ceremonial hall of UDG, gathered a significant number of students, representatives of political parties, civil society, media, etc. Panellists were Veselin VUKOTIĆ, dean of the University of Donja Gorica, H.E. Mitja DROBNIČ, head of the Delegation of the European Union to Montenegro, Milivoje JURIŠIĆ, secretary of the negotiation groups, MFAEI, PhD Miomir MUGOŠA, Mayor of the capital city of Podgorica, and Daliborka ULJAREVIĆ, executive director of the CCE. The contribution from the panellists spurred a dynamic discussion and several questions on different aspects of the process of EU integration of Montenegro. Questions ranged from the field of education and possibilities of participation in exchange programmes for studies in European universities through a specific negotiation process, up to the consequences of the accession of Croatia to the EU and questions concerning the Montenegrin economics. Representatives of Montenegrin printed and electronic media covered the panel discussion.

Within the sport part of the programme, a football match, the EU vs. Montenegro, was organised and was attended by representatives of the EU Delegation to Montenegro, embassies of EU countries, representatives of the Government, NGOs and of the municipality of Podgorica.

The match took place on the sport centre of the University of Donja Gorica and was supported by the Football Association of Montenegro, whose representative refereed the match. Players showed brilliant sport skills with dynamic and inspiring actions and moves. The Football Association of Montenegro donated and created, for the occasion, the sport equipment that complemented the event.

podgorica4For the European Union team, players were Olaf Poeschke, deputy head of mission at the Federal Republic of Germany in Montenegro, Daniel Dobrev, first secretary at the Embassy of Bulgaria in Montenegro, Nikola Đonović, programme coordinator at CCE, Vladimir Vučković, programme assistant at CCE, and Novak Vuksanović, financial manager at the NGO Natura from Kolašin. The colours of Montenegro were defended by Boris Marić, senior legal advisor at CCE, Vanja Rajčić, counsellor to the manager of the capital city Podgorica, Milivoje Jurišić, secretary of the negotiation groups for the accession negotiations of Montenegro into EU, Ilija Mugoša as representative of the University of Donja Gorica, and Srđan Ćetković, representative of the Ministry of Foreign Affairs and European Integration. The football match finished 7:3 with the victory of the Montenegrin team. All participants were awarded with symbolical prizes prepared by the organiser of the project “EU info Bus – on the road to the EU” and by the Football Association of Montenegro.

podgorica5The programme of Europe Day in Podgorica concluded in the evening with the concert of the Montenegrin band „Neon“ held at the café bar “Soul II Soul”. The party was an opportunity for all participants to gather together and celebrate this significant date. Guests at the party were representatives of the EU Delegation to Montenegro, the Ministry of Foreign Affairs and European Integration, the Ministry of Education and Sport, the municipality of Podgorica, the royal capital of Cetinje, political parties, the UNDP, the UNICEF, embassies of EU countries, media, Non-Governmental Organisations.
